The Civil Division is located in the City Hall Building and is supervised by J. Eric Bunderson, City Attorney; and Claire Gillmor, Division Head.
The division houses the City Attorney; the Division Head; Attorneys; and support staff, including an Office Manager, an Executive Administrative Assistant, a Paralegal, and Executive Legal Secretaries. It also houses the Risk/Litigation Division. The Civil Division handles various programs for the city, including the ACE (Administrative Code Enforcement) Program, the Collection Program, bond forfeiture, small claims, and parking ticket collections.
The Civil Division serves as legal counsel for the city, including the Mayor, City Council, City Manager, city boards and commissions, city departments, and other city staff and organizations, in all areas of municipal law. An attorney specializing in public safety is assigned to serve as legal counsel for the Fire and Police departments. The division drafts and reviews contracts, ordinances, resolutions, and other documents; advises the city regarding land use, civil rights, construction, real estate, and employment law; publishes the City Code; advises on insurance and risk management issues; assists the city departments in reviewing GRAMA (Government Records Access Management Act) requests; litigates lawsuits and manages outside legal counsel; and handles collection and administrative enforcement programs for the city.
The division also handles civil and criminal appeals in the Utah appellate courts.
